The best place to start your AC unit evaluation is outside. Most problems start in the condenser, the unit outside of your home. This unit is responsible for extracting heat from inside the home and turning it into liquid. The fuse and breakers should be checked to make sure that they are not blown out. Clean your condenser regularly by spraying it with a garden hose while the unit is off.
Check the evaporator which can usually be found inside the home connected to the main duct where the filter is installed. Make sure that the vents are clear of debris and that the filters are clean as well. Check to see if there is any ice forming around the unit by putting a hand directly on the metal part.
